PROJECT OVERVIEW

Transforming School Survey Monitoring with Digital Intelligence

The ASER Mobile & Web Monitoring Dashboard is designed to help programme teams, district administrators, and national leadership monitor survey progress, validate submissions, analyse learning outcomes, and track school-level data efficiently. The platform integrates mobile survey forms, AI-assisted scoring, district admin consoles, national dashboards, and reporting workflows into one structured system. By replacing paper forms, spreadsheets, and manual processes, the platform provides teams with a clearer, more reliable environment for monitoring and evidence-based programme decision-making.

Transforming School Survey Monitoring with Digital Intelligence
  • The Mandate

    Centralising Nationwide Survey Administration

The requirement was to create a platform capable of supporting nationwide survey administration, automating data validation, centralising school and beneficiary records, and providing real-time dashboards for programme oversight. ASER needed a system that could make survey administration more consistent, reduce manual effort, and provide leadership with actionable insights across all districts.

  • The Environment

    Replacing Fragmented Manual Workflows

Before the digital platform, survey data was collected on paper forms, compiled manually, and often delayed for district and national-level review. This created visibility gaps, made cross-district comparison difficult, increased the time required for validation, and slowed decision-making. The ASER platform was designed to centralise survey records, integrate AI-assisted scoring, provide district-level validation, and offer national dashboards, ensuring data flows efficiently from field enumerators to programme leadership.

  • Our Role

Delivering a Structured, Evidence-Based Digital Platform

Centangle developed the ASER Mobile & Web Monitoring Dashboard as a connected digital platform combining mobile survey collection, district admin consoles, AI-assisted scoring, and national dashboards. The work focused on transforming the survey process into a structured, evidence-backed workflow, enabling enumerators, district officers, and national programme managers to monitor school data, validate submissions, and access real-time reporting efficiently.

THE CHALLENGE

Digitising nationwide survey operations without losing operational clarity

ASER’s survey process involved multiple layers: field enumerators collecting school-level data, district administrators reviewing submissions, and programme leadership analysing results. Without a digital platform, workflows relied on paper forms, manual approvals, and fragmented reporting, making it difficult to track progress, validate submissions, and maintain data quality.

The challenge was to build a structured platform that automated survey data collection, scoring, and reporting while keeping the system simple, reliable, and efficient for all users. It needed to unify multiple interaction models into a consistent workflow, provide real-time visibility, and enable programme leadership to make data-driven decisions.

Digitising nationwide survey operations without losing operational clarity
  • Manual Survey Collection

Field enumerators relied on paper forms and manual entry, which was time-consuming and error-prone.

  • Fragmented Approval Workflows

District validation processes were inconsistent, with scattered approvals and delayed submission tracking.

  • Data Accuracy and Validation

Without automated scoring and checks, data integrity was difficult to maintain across thousands of submissions.

  • Reporting Delays and Limited Visibility

Programme managers and leadership lacked real-time dashboards to track progress, learning outcomes, and school-level coverage.

THE SOLUTION

A custom mobile and web platform built around survey automation, validation, and real-time reporting

The system helped ASER move from paper-based, manual workflows to a clear digital process where enumerators could submit surveys in real time, district officers could validate and approve submissions efficiently, and programme leadership could monitor progress, track learning outcomes, and analyse nationwide data through dashboards.

SYSTEM ARCHITECTURE — ASER Mobile & Web Monitoring Dashboard

  1. Presentation Layer

    • Role-Based Approvals

District administrators manage approvals and monitor data consistency through controlled workflows.

  3. DATA & INTEGRATION LAYER

    • Centralised School & Household Records

Combines multiple districts and volunteers into a unified database for survey coverage.

    • Reporting & MIS Engine

Provides real-time dashboards, trend analysis, and evidence-based insights for national programme oversight.

    • Governance & Audit Logs

Tracks user activity, submission approvals, and system changes for accountability.

    • Data Quality & Integration

Ensures cross-district consistency, deduplication, and integration with external datasets where required.

  • FEATURE 01

    Unified School & Household Records

Every surveyed school and household is captured in a single verified system, eliminating duplicates, providing a comprehensive cross-district view, and ensuring reliable data for analysis, reporting, and programme decision-making.

  • FEATURE 02

    AI-Assisted Data Validation

Survey submissions are automatically scored and validated using AI models trained on historical data, reducing manual errors, ensuring consistency, and prioritising submissions that need closer review by administrators.

  • FEATURE 03

    Real-Time Dashboards

National and district dashboards provide instant visibility into survey coverage, learning outcomes, and field progress, enabling leadership to monitor programme performance and make evidence-based decisions efficiently.

  • FEATURE 04

    Role-Based Access & Admin Controls

Access levels are customised for field enumerators, district administrators, and national programme managers, ensuring data integrity, workflow accountability, and secure management of survey submissions.

  • FEATURE 05

    Offline-Capable Mobile Survey Interface

Household data is cross-checked against national records to confirm identities, prevent duplicate entries, and validate eligibility, ensuring accuracy and credibility of the collected survey information.

  • FEATURE 06

    Centralised Reporting & Analysis

A lightweight, mobile-optimised interface allows enumerators to collect data in low-connectivity areas, supports offline submissions, bilingual text (Urdu and English), and ensures smooth, accurate, and timely data capture across rural and urban regions.
